活動簡介:
自2019年以來,隨著東亞與台海地緣政治局勢升溫,面對中國持續的威脅與戰爭的可能性,台灣陸續出現了民間成立的民防團體。這些民防團體的興起顯示了戰爭預備並不只是國家的高層政治之事,也是民間關切的議題,以及展開自發行動的空間。這波可謂由下而上的全民防衛運動值得我們持續關注、探討其意義,以及觀察他們與國家機構之間的關係,呈現出如何的可能性:是否能夠透過國防部門與民防團體的合作,一起提升社會的抵抗意識呢?全民防衛在國土保衛中占據什麼樣的角色?在軍事衝突的威脅之下,各個地方社區如何能夠展現韌性與能動性、並加入抵抗的行列?除了意識形態的細微差別和資源的競爭之外,不同的民防團體是否已經形成了全國的社會運動或命運共同體?本次活動,上午以論文發表形式進行學術討論,重視近年來形成的各種民防團體和過去冷戰時的歷史角度。下午邀請軍事專家與民防團體代表,以論壇方式交流,探討對於學術界及全民而言皆相當重要的民防相關議題。

Topic: "Civil Defense as a Social Movement? Scholars meet Activists & the Military" Workshop and Roundtables on Civil Defense in Taiwan

Brief:
Since 2019, as the geopolitical situation in East Asia and the Taiwan Strait has heated up, and in the face of China’s continued threat and the possibility of war, civil defense groups have emerged in Taiwan. The emergence of these civil defense groups demonstrates that war preparedness is not just a high-level political issue for the state, but also a matter of concern for the public and a space for spontaneous action. This bottom-up national defense movement deserves our continued attention to explore its significance and to observe the possibilities of their relationship with state institutions: can the collaboration between the national defense department and civil defense groups raise the resistance consciousness of Taiwan’s society? What can be the role of citizens groups in the territorial defense of Taiwan? Under the threat of military conflict, how can different local communities develop resilience and mobility, and join the resistance? Beyond ideological nuances and competition for resources, to what extent these different groups form a social movement or a community of destiny? The morning session will present academic papers on past and present civil defense in Taiwan, followed by a discussion from an academic perspective. The afternoon session consists in two roundtables that will bring together social scientists and military experts with representatives of various emerging civil defense groups, to discuss these issues and explore new ideas for both academics and the general public.
